There is no way to reset Hero points and you have to have all the base trait and skill lines unlocked to start training the elite ones. Since theres no way to reset them it seems unlikely you had holosmith and lost it. Elite specs only become unlockable at level 80. Leveling to 80 alone gives you enough points to fully unlock the core guardian class. Therefore any hero points you spend in the meantime, that you got from doing hero point challenges in the world, are essentially “refunded” by the time you reach level 80.

The other way to get hero points is from the open world hero points in the expansion maps that are worth 10 points each; a far more efficient way to get points. So really you don't have much of a choice when it comes to avoiding exploring the open world while maxing your specs. My only suggestion might be to follow a hero point train.
All hero challenges in HoT and PoF maps give 10 Hero Points. Both HoT and PoF have more than 25 Hero Challenges each, meaning that if you do all of them you will end up with excess hero points, on top of the 200 excess hero points from Core Tyria as the level-up rewards alone give you enough to max your core skills and traits.

You can get enough hero points for five elite specs if there were that many. Level Rewards until 80 — 389 points Central Tyria — 189 points
" HP meta" in places like Crystal desert / auric basin / verdant brink / dragon strand " are fast and easy ways to get quick hero points if you're short at level 80. As long as you have a Raptor and Springer it will help you keep up with the pace of the event. In some cases if you don't mesmers will offer teleports for those who need it.
A lvl 80 boost gives you i believe Celestial gear which is kind of an all arounder and even meta on some professions, so you can continue with open world content as you like. And if your trait combination doesn't work, make another, you can "respec" any time out of combat, just swap traits in the hero panel.
